Nuclear Security Manager

The Nuclear Security Manager is a site-based position that reports directly to the Sr. Manager, Operations. This position also supports the Physical and Cyber Security Program Manager to assist with development and implementation of physical security programs to ensure compliance with programmatic and regulatory requirements.

The focus of this role is to ensure that onsite physical program requirments are developed and implemented while working in close consultation with, construction, and operations staff to ensure that security requirements are identified and implemented in accordance with the TerraPower design and licensing strategy. The successful candidate will participate in interactions with local stakeholders, include local law enforcement, and with the US Nuclear Regulatory Commission during onsite audit and inspection activities related to program implementation.

Responsibilities

  • Serve as the TerraPower site physical security technical representative and provide day-to-day oversight for contract / in-house security programs and personnel.
  • Support the design, construction, and implementation of physical protection systems including barriers, access control facilities, intrusion detection & assessment systems, training facilities, and security response positions.
  • Serve as a security liaison to varied stakeholders to support requirements associated with plant design, safety & security interface, memorandums of understanding, and other support documents.
  • Support the development and implementation of access authorization and fitness for duty program for construction and operations phases of the project,
  • Support the development and implementation of regulatory and licensing documents to include physical security plans, training and qualification plans, and contingency response plans.
  • Support development and conduct of security personnel training programs for the construction and operating phases of the project.
  • Support development of the physical security protective strategy.
  • Ensure onsite control of security sensitive documents in accordance with TerraPower programs.
  • Perform nuclear security audits and assessments necessary to ensure compliance with program requirements.
  • Utilize work management processes to prepare and review technical materials and support nuclear safety programs.
  • Coordinate with design personnel to ensure new designs and design changes meet physical security regulatory requirements
  • Prepare, review, and maintain licensing documentation in compliance with physical security design programs, and regulations.
  • Prepare and review technical material prepared by themselves and others.
  • Review correspondence to and from the Nuclear Regulatory Commission as requested.

Key Qualifications and Skills

  • Bachelor's degree from an accredited University and 12 years direct experience developing and implementing nuclear security programs in operating plants and nuclear new-built projects.
    • Alternatively, 15+ years direct experience may be considered in lieu of bachelor's degree.
  • Demonstrated knowledge and compliance with US NRC 10 CFR Regulations and the application of US NRC and Nuclear Energy Institute guidance related to 10 CFR regulations implementation.
  • Knowledge of current trends and nuclear industry activities related to physical security program implementation.
  • Capability and willingness to adhere to strict quality assurance standards.
  • Candidate must be a self-starter and possess ability to perform assigned duties and manage deadlines with minimal direction.
  • Proficient in MS Office Suite (Word, PowerPoint, Outlook, Excel) and Adobe Professional
  • Ability to work on simultaneous tasks that require a multi-disciplinary approach.
  • Experience in interactions with the Nuclear Regulatory Commission staff.
  • Project management experience, to include the use of project management tools, and the capability and willingness to assume full responsibility for a project task.
  • Excellent technical writing, communication, and presentation skills
  • The successful candidate will possess a high degree of trust and integrity, communicate openly and display respect and a desire to foster teamwork

Salary Range Level 12: $137,510 - $190,549

*Typically, our employee salaries are within .90 - 1.0 of the mid-point of the posted salary band. Any salary offered within the posted salary band is based on market data and commensurate with the selected individual's qualifications and experience. This range is specific to Wyoming.
